A 6 × 9 inch pouch can be a starting brief—not a universal standard.
State whether the requested measurement is finished external size or usable internal space, and whether the pouch is measured empty and flat. Seam allowance, lining bulk, gusset depth, corner shape and zipper end construction change what fits inside.
